I'm pretty sure you can refund if that happens, as in refund then buy the cheaper one. I'm not sure what happens if you are over the 2 hour limit though
If you refund stuff too much your account gets banned for what they believe is trolling.
Besides if you refund a game and your reason is "oh it is cheaper now so I want my money back!" it takes about a week or more for you to get your full amount of money back anyways. So it's not like you can use that money to get your game at that moment. Also if you are returning a game and still have enough money to buy the cheaper priced one, DON'T! You are not always 100% guaranteed a refund and then you'll be stuck with two loving games.
I read their refund terms of service before I even attempted to make a refund.
