personally I wouldn't because it sounds time consuming for not much money
but if you value the money over the time and effort, then why wouldn't you?

I don't think doing work directly for a customer counts but don't quote me on that.
Nobody would care anyways though and if nobody ever complains nobody ever enforces said laws.

if he's doing it by himself for money, he's not breaking laws

it would be breaking labor laws by working for an actual company below the legal working age, which he isn't doing
