I don't understand the problem with him asking for Gman decals. He's not able to make them, so he asked. You flame people when they don't post in the Suggestions & Requests section, and you flame them when they do. If it was something that is constantly requested, we might have a problem. However, I don't recall anyone asking for a Gman face/decal. Perhaps you should make up your damn mind. There's no reason to base whether or not someone's request is worth making on their mental capacity, but instead maybe you should simply judge the request.
