SplashUp light is better. Thats what I use.

I just installed it, it's terrible. The interface is terrible and highly inefficient, not modifiable, none of the effects have further options for you to play with. I could go on.

Just get Paint.net or Gimp, they are much better.

Oh my god it even takes up more space than Paint.NET
