Let's see how old are these kids. 6-7?
Good. This means that they are still pre-pubescent. Therefore they might have legal capacity(as they count as people, not things, they are not slaves for god's sake), but certainly haven't reached their responsible age. What does that mean? They lack of negatorum capacitas, and delictorum capacitas. The latter is the important in this case. It means, that they are lacking the mental capabilities of seeing the severity of their actions. That's why children are so cruel and that's why children can't be held responsible for any acts. (In legal terms).

On the other hand, we have the parents. Their job should be to ensure the healthy mental and physical development of the children. Unfortunately, this article doesn't really tell us anything about the background, but we can assume parental negligence.

Therefore the solution could be simply taking away the children from the parents, and give them to a responsible family.
