It says "You must have items in your cart" even when I put it in. I bought Gmod and it worked a few months ago, I cant buy anything now.

Internet Explorer would be a good idea seeing as I think Steam uses it in its web browser.

I hate is when IE opens when i try to click a screenshot in steam. Is there a way to change your default browser?

It opens IE no matter what your default browser is.
