it's supposed to be fast,and is it really that hard to say /wand or something?and it's not lazy,there is actually a whole new script that enables the command(i'm pretty sure.),the actual mod is just as big.

Garry had a blog entry about that saying: "If Chat commands were easier, then we wouldn't have GUI's, you'd have to type /spawn prop/proploc/prop.mdl."
If GUI's weren't easier, we'd still be using DOS.

Than it is to
1) make the above code
2) open f10
3) design a GUI
4) test it, make a button that calls "commandtoserver("THISFUNCTION");"
5) package it into a zip
6) upload to RTB
7) force everyone who joins your server to get it

I don't think he speaking about Blockland directly. In Garry's Mod, GUI's aren't hard to create.

Put a password on the way they get out,So they HAVE to read the rules,and at the end,Say the password.

Hahahaha I made one of those a while ago that after you clicked OK it wouldn't let you move untill you answered what the 2nd and 3rd rules were in a /command that were multiple choice. If you got one wrong, it kicked you, if you got both wrong, it permanently banned you.

As far as blockland goes. I don't use addons much. But when I hop servers and find rpg's and random minigames and game types,
I don't want to be asking how to join teams or load things or check my status in a game,  or change my status.
Many addon makers are only doing half the work. They love the content and seem to only make that
