Are there any people who know how to make skyboxes that are animated out there?!

Skyboxes can't be animated as far as I know. You can have multiple cloud layers with specially made textures that could give the idea of animated skies though.

The moving ground is because slate grass etc. are actually water (with a grass texture) and setting a flow rate for the water makes it look like the ground is moving.

Clouds are a part of the skybox, but the skybox itself is not animated. The clouds are.
