I think it would be awsome to have a MOTD for Blockland servers
It should be exactly like other games, it has to be a web document, not some gay-ass picture

Would be very useful for clans

Use the welcome message. If you need any more rules and information than one line, you have too many and are probably running a stupid RPG server. Build a 'welcome' room/billboard if you must.
