How can it be flat yet have terrain, mountains and water?

Unless you want the strange maps where the nice-looking mountains end in a perfectly flat basin for placing exactly two 64x baseplates next to each other, which looks very odd and out of place.

So, you want a map, that has a couple of mountains/hills maybe a small river/lake, but the grounds surroudning it, should be Flat, so that you can build upon it. I think I know what you mean, most scenic maps, don't have any flat sections for building.
