Terrain Build Rules (16x grid and baseplate enforcement)

This add-on enforces the following rules:

• Only 16x baseplates may be planted directly on the ground
• New baseplates must be aligned with the existing baseplates

The result is that community builds are more organized and contiguous than they would be otherwise.
