GTA 4: Police barracade on bridges?

I was driving on the freeway in the fastlane with a rabid wolverine in my underwear when suddenly I'm trying to get to a clothing store in another part of liberty city, however, on the bridge to another part of the city, there's a large police baricade, blocking all the bridges. And for some reason, whenever I pass the baracade on foot, I suddenly get a 6 star criminal rating. Is this a glitch or something? They're still there even when I don't have a criminal rating.

Was that on the car radio or televison? Because the moment I get into a car, I turn that lousy stuff off.

Option 1: Get farther in the game.
Option 2: Fly over it with a helicopter and hope to escape to another part of the city where you aren't wanted.
Option 3: Use the subway. It's easier.
