Technically it shouldn't matter where he posts it, it's still technically in the basic rules page that everyone seems to be inclined to ignore from the get go. That's the only reason he has to sticky it in forum sections. If people would take the 5 minutes to actually read all the rules before joining these forums we'd be far more productive.
