COPPA requires social interaction network administrators to make a checkbox saying "i am 13 lol"
If you lied, that's up to Badspot to enforce.
And it means you can't be here if you're under 13 unless you have parental consent in which case your parents have to fax a form to Badspot.
Which I doubt any of the kiddies have done.
