coppa aren't any laws. they are some standards set by groups of corporations  at one time to enforce. so to avoid some lawsuits. it really dont apply to anything, but it shows they are trying.

its similar to the rating system on video games. there is nothing official about it, just a company make up one day to help shield retailers from responsibility. not even governed by anything legit.

its a great scam really. create your own checks and balances system and treat it like law. then everyone believes it and you can charge other companies for using your system.
