Steam Problems

Steam won't open...i click the shortcut and nothing happens, i tried reinstalling and it said it was already running but it wasn't

before this happened Half-Life crashed and i had to unplug my computer and i just plugged it back in when it was fully rebooted steam wasn't there...

what do i do?

If it says steam is already running, press ctrl, alt, and del at once and click the processes tab. Find steam in there, click it, and then click "end process"

Then try re-opening steam.
