On certain keyboards it may not be the ~ key, it may be ` (which is what mine is). It is the button directly above the tab key.
If it still does not work... Do you have trouble with some of the punctuation keys getting messed up? If so, read below
The symptoms
Keys generally on the right hand side of the keyboard "randomly" don't work. Commonly effected keys are ' [ ] \ / = , . ; (and their shifted counterparts), the right hand shift and most importantly the tilde key, sometimes ¬ or sometimes ~ which means that in Blockland, the console is rendered un-usable.
To fix in Windows
1) Click start
2) Click Control Panel
3) Click Device Manager
4) Expand the Universal Serial Bus Controllers tab. (USB to you and me)
a) This sometimes comes under Human Interface Devices.
5) Uninstall the Microsoft eHome remote/receiver or Microsoft eHome Infared Transceiver or similar driver.
a) To Uninstall a driver, simply Right Click on it, and select the Uninstall option.
6) Restart the game and it should be good.
Note:- You will have to repeat this procedure every time you restart your computer, for a permanent fix, you will be required to unplug the “guilty” device.
