Lightning Mission?

What is the lightning mission? I am so confused. I see it when I load maps sometimes it says "Lightning Mission (This only happens once)" I just don't get what it is and how to play it. I have also found this mission editors and I have no clue what they are...

lighting missions are just the first time texture loading, everyone gets it when they download a new map
