Can't make working server

I don't have UPnP and I think my router randomizes my ip adress, so I decided to forward my ports, I tried, but it didn't work. Here's what I did,

Public port number:28000

Private ip adress: I don't think you need to see that

Private port number:28000

I kept making port mappings like this from 28000 to 28019. My server doesn't work, I can't map all the ports because it doesn't let me.(It only lets me enter roughly 19)

I would really like to make a server, so please help me!

My private ip address is 192.168.1.137. Try to figure something out with that.
