That file.. i was told to delete it from one of my earlyer topics and everytime i try to remap my controls itll say
e.g. R cannot be remapped

and after i quit, the file pops up again..

Not exactly, now you're having problems again. Reinstall BL, but before you do, backup any addons and saves you wish to keep, along with any other modifications if applicable.
