You know anything can be caught with a Pokeball, right? It's really unlikely, but it happens

Heavy Balls have a 20x chance of a Pokeball of catching Lugia, try those if you have any

If not try Dusk Balls and have hope

If not...Ultra Balls, and hope harder

What Type should I use to weaken him?

I'd use something weak against it or normal against it, since you don't want to kill it

I guess you could start off with a weak electric move even though it's super effective just to try to put a dent in it

Make sure you give it a status effect (Preferably sleep or paralysis since you don't want poison or burn to kill it) to make it easier to catch
