I don't think the question/survey is worded right. Of course v14 is the best because it has most of the things all previous versions had and more (I guess that can be slightly debatable with current bugs). The question should be asking what was the best upgrade from an update or something similar. Probably V9 for me since that's when official wrench events came out.
