probably, as you just have to convert whatever you make into a .ogg

I have a feeling Garage Band doesn't export directly to .ogg so you may need to export as something like .mp3 or .wav then convert it using something like Audacity. But it is definitely possible.

From my experience saving things on other programs, I would say, click save as, go to file type(under file name) choose .ogg then save.
