If you spam private chats, they could report you to a centralchat.net administrator, and be removed from the entire IRC server. This is not under RTB's control.
The only thing controlled by RTB is the #RTB channel, and if you didn't break any of the rules like you said you have, then it wasn't an #RTB ban.

I can vouch for this, it is a bug in my poor coding.

Bottom line is, you don't get randomly banned from #rtb - we don't have an IP raffle and pick names out of a hat for our daily banning session. You must have done something at some point and got caught. Deal with it.
