Two miles high it passes the cloud layer as a tall sky city. Housing millions of people this building will serve as a home to the future Human race once all the modern cities will be turned to scrap and recycled. The population will decrease into a sufficient number easily controlled by reproduction rate.

 Apparently you don't know what's best, and how the Human race should be contained. In the future we won't be spread out making houses and parking lots everywhere. We would be separated in different large cities surrounded by large forested areas on a global scale. This is the only way we can survive if you don't want to go through a modern Dark age that we are predicting will happen in 50 years.
