Yes. At your property, you can build stuff. But the Vehicle Chassis has yet to be released..
So, currently you can only build like a house and weapons.

Nope. you can get weapons that are Built, but you cant MAKE them.

It's a confirmation email saying that you have been put into the beta draw. It's not a confirmation saying you're going to get a key.
