blockland wont work on my windows 7....puh-lease help!!!

What is your operating system? Is your operating system 32-bit or 64-bit?
Run 'dxdiag' again and post the information on the first tab.

If you're 100% sure you have an X1300:

Use this. Just beware, it's not officially supported by AMD, the manufacturer of the card. So use at your own risk.
The only safe way would be to get a new video card, but that costs money. If you do wish to get a new one, an ATi 4650 is a great budget choice.

i had the same problem, and all i had to do was run windows update and select the optional update. I don't think it is really that hard to fix this. . .
