You bring up a good point actually. When we hosted the Government Vs. Rebels on Mountains Ridge with the bases built and only the 1 vehicle for each team it worked out pretty well. It was a good map for sniping as well which it made it all that bit more interesting.

When I usually join, only the Government Base is built and the Rebels spawn whatever they can. A red spammy mess...

It's honestly not that difficult to establish oneself as a leader and organize everyone well. It wasn't when I had admin and it still isn't. You just have establish your authority. In my case that means getting 30 points within half an hour of joining and showing the rest of the team (the rebels, as of last night) that you're worth following and can be trusted to keep everyone alive. I think the deal breaker was when I took out 4 people on my own at once...
I mean, hell, just yesterday Heed and I managed to organize our Rebel team and lead an attack upon the Gov base after some scouting of mine.

Most people just hang around the base hoping to magically see the sniper that only gets about 1 kill per 5 minuets.
I mean, they could just keep MOVING, its not like he can hit a moving target from that distance.
