It's usually a matter of minutes to copy an existing script and to make the necessary changes so it works. It takes minutes to hours to find the right values for (all) the variables and to fix possible bugs. Of course the time required grows with the length of the script. If it's a simple vehicle like the Jeep with no special features it can be done in less than a day. If you have a vehicle like the Super Hind with four weapons, each acting differently and everything controlled by two players (Pilot and gunner) it requires more than just one day of work.
