Weapon Damage Not working! (Help please?)

Okay, So, I have a server I made and people started joining. Then, some of the people on my Freebuild server made a TDM Minigame. I joined and people started shooting and the Weapon Damage didn't work. What is my problem? Is it a Add-on or a Server Options Malfunction?

DUDE! i have the same exact problem! I think what the guy above is right. i know what he is going to say. IF YOU HAVE ROT"S ZOMBIE MOD DAMAGE WONT WORK! i have rots!
