Absolutely not, Ash is shorter than all of the adults in the shows, either nurse joy is a giant or ash is like 11 years old. Brock however is the same height as most of the adults, so he can be 16-18. But if he is 18 and hanging around with 11 year old ash, he must not have else to do.
