Go to Imageshack.
Upload the file, then where it says Forum Code, highlight that (it should start with url=imageshackstuffhere) and copy paste into a PM/post.

Example:
["URL"=http://img191.imageshack.us/i/ga4.png/]["IMG"]http://img191.imageshack.us/img191/6126/ga4.png[/"IMG"][/"URL"] without the quotes around the IMG and URL would come up as
