My old ID was fairly low, 15035 I think. Not too bad. Lower than Eagle Strike's. I just found that out today and I must say that I was quite surprised.

Poiuyt gave key to Crown, both knowing that it did not belong to Poiuyt.
Crown began trolling several servers.
Crown and Poiuyt's keys were all disabled.
Crown bought new key.

Crown may have known about it and asked for it.
Poiuyt could've randomly given it to him.

They don't have a rarity because they are not boss drops.

Each ID is only sold once.
That means everyone has an equal chance of getting a specific ID.
The only exceptions are IDs that are not sold regularly, or at all.
This only includes 0-99 (Not sold, some used), 666 (Not sold), 1337 (Not sold), and 10000(Auctioned)
