lIn inux, place it in your /home/<yourusername>/.blender/scripts folder (may vary)
In Windows, place it in your <BlenderInsallDirectory>/.blender/scripts folder...
Also you might have to install Python, or it wont work...

...How do I export a model as a .dts file?

In blender use the menus: File>Export>Torque Shape(.dts)
Ouh and use triangle strips (cant access the menu for now for some stupid reason...)

Doesn't show up. Do you mean that I place the .zip file in blend./scripts?

EDIT: NEVER MIND, I extracted it instead. Now it works. Thanks for your help!
