Authough Badspot did say that you may rate if a builder asks you to, he also said that you need to judge
a build on their level of skill, and this person has simply said that this build is 0, nothing, naught,
which is clearly not true.

Note the fact that I never said that I agreed with his assessment of what the rating should be. I just said that he was within his rights to rate. I agree that he did not rate using the method that he should have, though that was not the topic of my previous post.

But there are two rules that apply here:
You can't rate unless you're asked to.
And
You must understand that we're not on the same skill level.

Though he can vote, his vote broke the second rule.
