Well, there was a server with a this map, and when I joined, it said I was missing a file.
So, I went and searched this map.

Nothing.

So, I decided to delete the file in Add-ons, and re-download.

It wasn't there.

So, here I am, staring at this awesome server. (Btw, I turned textures downlading on and off and tried both times)

Are you sure it's not an add-on? Because my brother can't download the toboggan when someone has it on their server. Maybe double check?
