If you go to the airport, go behind the building and there should be an entrance. Go into it and you will start to fall, then you will end up in blue hell

Use admin orb, orb under map, turn back into player, and wait, look down, be freaked out by monster mirror in water, then go througth the ater, you'll fall, you arrive in a sandy area, jet around until you find a blue city, congratz your in Blue Hell.

It seems to be in all versions. Go to San Fierro (the city with the Golden Gate Bridge) find the pointy building, look around the base of the building until you find a hole with water. Dive down, see monster image on the water's surface then you'll see Blue Hell.

Oh my bad i forgot to mention that San Fierro is the name of one of the cities in the San Andreas map. Look for the city with the large red bridge.

I have found the hole leading to the glass path leading down to blue hell but there is a way to use admin f8 to get there...

1 :Go to airport
2 :Look straight down
3: Use admin f8 straight down until you see some bluish buildings
4: f8 into the glass rectangle in the center
5: read sign
6: muhahahahaha!!!!
