Yup. The Avatar plot was written in 1994. Pocahontas was released in 1995. I know the plot was written before release, but unless James Cameron somehow knew the plot a year before the movie was released (unlikely), the whole "rage rage rage avatar is Pocahontas with blue aliens ololol" is bullstuff. It's not that complicated of a story.
