Er, I mean, yeah okay.
Well, it'd work upon 3 main levels of Upper Government:
The Council of Magistrates, which are where the Magistrates come from. They would hold highest authority and enforce the conditions set by the Constitution. They would see that their territory is safe and secure, and be responsible for enforcing laws.
Congress, which is a 3-House level. The Upper Senate, which would be members appointed by the Magistrate to hold seat in Congress. The Tribunal Seats, which are members chosen by the main tribune in order to have their word enforced and be reached to the Council. And The Lower Senate, which would be appointed by members of the Oligos. All houses hold equal power an word. They each also get their own TV station. c:
The Tribune would be made up of 2 houses, which would be the Main Tribune, which hold members of the majority and the Oligos, which hold members of the minority. While they still work together, they each hear from different groups, and get their word across effectively.
