Well he isn't smart, so when you get out of cover to throw your gun up he could shoot you.

I had a crazy-ly stupid idea, if you have any rope then tie the grapple head with the taser and turn the taser on (via rope holding down the button?) and fire it at him, he'll be stunned and you'll still have your grapple and taser
