So you want to be able to see topics about Add-Ons that no longer exist/aren't obtainable, that if you did had would break your game?

Pretty pointless. Also, the Fail Bin has nothing interesting in it. Even when it was open, it was essentially a place to go and break your game. Not to mention, people would complain that their games were breaking when they were installing failed Add-Ons.
There's nothing worthwhile in there.
