Anyways,
Milkshape - Easy, cost money.
Blender - Hard, free.

Notepad is probably the best program to use to script.

the bare minimum is scripting, for which i would suggest notepad

I really want a easy add-on making system. My friend has milk shape and he does not understand anything. im only 10 and i changed the poll. and also i DEFINALTY will need help with Scripting.
