You can play as him ALL throughout the decepticon campaign, and there is a MULTIPLAYER Leader Class skin that looks identical to Megatron.

The multiplayer chassis that looks like Megatron is in the Soldier class. The leader class for Decepticons in multiplayer is Soundwave.

Yeah, balancing problems.

Not sure about on the 360 or PC, but I heard that on the PS3 this game has less than 3,000 online on average.
