Badspot, Mod Bot, and Ephialtes are cheaters. So is Rotondo, but he's really inactive.

It depends on how long they've been here.
You should really look at the posts per day instead to determine whether or not it's bad.
Someone who posted in 2005 could easily achieve that top 10 without being very active.
If someone who jioined in 2009 was in there, then that's really not a good thing.
