the hats in tf2 are not earnables through out-of-game achievements, etc.
those were included with updates.
you got the rollcages AND the scuba gear OUTSIDE of the game, so it counts as DLC.
the only exceptions to this rule are promo hats.

I don't think thats what they mean by "DLC" I think they mean as in L4D and L4D2 Type of DLC, all the other games that had stuff for the summer camp didn't say it was a DLC

fire, i see what you mean but a lot of the games that had stuff in them were actual dlcs that you can now buy.
per example, zombie driver's map.
but one thing is for sure: the goo gear is "summer 2011 dlc"; perhaps the name will change later on, because as you can see, if you hit view downloadable content, you already have summer 2011 dlc if you have the snorkels.
it even said goo gear snorkel DLC in the prize booth..

They still said they'd have summer DLC with new test chambers. Plus they said it would be across all platforms. Goo gear was PC/PS3 only.

that's possible, but then again Valve normally adds this stuff as a free update on the PC, not a separate (although free) download.
and freeze, you are indeed right. but valve always comes up with clever names (or maybe not so clever names) for their DLCs.
