And by fan not spinning you mean it stays in one place without spinning at all?
Can you turn on the PC and access the options, such as BIOS and Windows?

Yes. But the fan wasn't spinning and the computer was, then I turned it off and touched the processor and it burnt my finger.
That was smart.

It's a processor. It's not going to be cold or anything while electricity runs through it inside constantly.

I suggest Windows 7 Professional. All the things you need in Home Premium and more without the things you don't in Ultimate. Or Home Premium. Idk.

Two questions:
How much RAM do you have? Either you'll get a 32-bit copy or 64-bit copy of Windows depending on how much memory you have.

What motherboard CPU socket do you have?

I don't know, black, there's to many cables in the way.

Oh I found it. It's PCI.

That's not RAM. That's a slot for an expansion card, like a modem, sound card or graphics card.

RAM typically has a sticker on it that tells you what it is. If you took the sticker off then match it to one of these photos:

Before buying anything, give us your specs. Especially the motherboard.
If you want that new processor for your 2001 PC, you'd have to get new PC anyway.
