when the computer reads from the image file it does not execute the data and any browser that exists can not be affected by it because handicaps didnt develop it

Several people did.
Please explain to me how the forget it didn't work like that.

No, it is not possible to get a virus from trying to open an image.
Depending on the embedding method, the extra file is either appended to the back or front, or is in the image in a certain way that it can be read as an image, even if it's just gibberish. That or opening a file with a virus on it with an image editor, will just turn up an 'invalid file' error.
