During laoding screen..

While loading a map, I heard a weird noise and a poppup appeared in the bottom right corner, I could only see the top of it, then I loaded before I could investigate.

As far as I can tell, you have RTB and someoned sent you a message via IRC. It will pop-up at the bottom right in a grey box.
I believe you can click it to open the IRC window to chat, or you can open up the IRC window with whatever key combo you have it set to, which you can set up in the options menu.
I set mine to Ctrl+I.
