If you've been banned from PM'ing, then either you have done something to warrant the removal of your PM ability. That's things such as sending other users random offensive messages, sending links/items around that break Forum rules (Such as research or piracy (Although in the later case you're more likely to be Permabanned)
In the much less likely chance that you have had your PM ability removed by accident, I suggest you PM Badspot :)
