Probably because people kept getting failed addons and abusing them, so it got shut down before it got any worse. Remember, the mininuke was there

Yes, it's very easy to "port" failed addons. It's good he did this.

Well a lot of those weren't failed.

I was going to host my TF2 TDM yesterday and I realized "Wait, I need some of the archive add-ons"

So I went and it said 404 forbidden.

I was pissed.

I still have everything that was in the archives in a folder on my desktop.

The archives belong to Ephialtes as they are from his website.
If he chooses to remove public access to prevent "porting", that is not a fascist dictatorship.

The people who made the add-ons that are in the archives should port them themselves.

Well, he doesn't want people "porting" failed addons in the archives. Although he could just remove the fail-ons.
